Job description
IBM Global Business Services (GBS) is setting up a center of competency in its Public Sector Practice. The primary objective of this group is to create solutions and drive sales for Social Services & Social Security and Healthcare consulting engagements in markets across the globe.

The Social Services & Social Security and Healthcare Center of Competency will focus on the following major offerings:

* Integrated Case Management - Helping social organizations configure and implement an ISV (Cúram, Oracle, and Lagan) software or custom build to provide more effective, efficient, and responsive service delivery.

* Social Services Business Transformation - Guiding social organizations in the definition and adoption of new business models focusing on analytics and the use of new technologies to address current and emerging service delivery challenges and support new business models.

* Health Solutions - Electronic Health Record (eHR) - providing an electronic collection of all healthcare documents for an individual. Based on BAO and other IBM technologies, it includes easily accessible portals and a healthcare information exchange. Acute Care Electronic Medical Records (eMR) - offering an electronic collection of vital patient documents specific to one or more physicians, clinics, and hospitals.

* Government Accountability and Cost Efficiency (GovACE)- Helping the Federal, State and Local Governments realise efficiences and associated cost savings and/or looking to maintain or increase service levels providing value for money to the citizen.

There are 3 main offerings which are being focused on:

* Shared Services : helping clients bring together of a set of common services or functions, to serve multiple business units under a single governance structure that is customer focused and performance managed. These services share standard business processes and enabling technology. Shared Services is the natural evolution of the ERP market driven by the need for cost/efficiency savings, the rationalization of redundant or underutilized assets and more flexibility/capability to support government agendas.

* Cost Take Out : helping clients understand, develop and implement approaches which drive cost out of their business. IBM's Cost Take Out diagnostic tool is a rapidly growing tool used to help clients understand in a 2-3 week period their issues, challenges, pain points and potential solutions which uses the IBM Component Business Model as a core element of the approach

* ERP/MAA : Enterprise Integration ERP offerings are a foundation for the establishment of government shared services; they facilitate and support the implementation of shared enterprise-wide business processes and information resources. IBM's Multi-Agency Accelerator is a pre-configured customer-centric local government asset that includes both ERP and CRM functionality and which gives clients a substantial jump-start to implementing their own ERP or CRM solution. It provides the ability to integrate across multiple agencies which creates business process synergies to drive efficiencies, reduce total cost of ownership and enable innovative service delivery models

It is also expected that new hires live within a reasonable commuting distance (generally 50 mi or less) of the following cities: Atlanta, GA; Boston, MA; Charlotte, NC; Chicago, IL; Cincinnati, OH; Columbus, OH; Cleveland, OH; Dallas, TX; Denver, CO; Detroit, MI; Hartford, CT; Houston, TX; Kansas City, MO; Los Angeles, CA; Miami, FL; Minneapolis, MN; New York City, NY and surrounding areas; Philadelphia, PA; San Francisco, CA; Tulsa, OK; and Washington, DC.

Required

* Bachelor's Degree
* At least 5 years experience in architecture experience with Public Health or Healthcare clients.
* At least 2 years experience in E-Health architecture consulting, solution design and solution delivery experience
* At least 2 years experience in domain expertise in one or more of: immunization, vaccine inventory, communicable disease case management, outbreak management, public health, disease surveillance
* At least 2 years experience in Ability to interact with technical and clinical management and influence decision makers
* At least 2 years experience in solution architecture methods such as TeamMethod, Systems Engineering and other relevant methods
* At least 2 years experience in track record selling consulting services and starbursting small client opportunities into larger ones by leveraging a large solution portfolio
* At least 2 years experience in Ability to diagnose opportunities with clients and propose solutions that meet the clients needs;
* At least 2 years experience in Ability to lead teams with minimal supervision; builds consensus
* At least 2 years experience in developing and managing proposals and value propositions
* Basic knowledge in Excellent verbal and written communications skills as demonstrated by client deliverables
* Readiness to travel up to 75%; travelling 5 days a week, home on weekends
* English: Basic knowledge

Preferred

* Master's Degree
* At least 5 years experience in E-Health architecture consulting, solution design and solution delivery experience

* At least 4 years experience in Ability to interact with technical and clinical management and influence decision makers
